J. Troy Maxwell
J. Troy Maxwell has been involved in property acquisitions in the Houston area since 1994. In 1999 Mr. Maxwell founded WoodCreek® Reserve Development Company, Inc. with Larry Boudloche in order to pursue development opportunities for residential, commercial, industrial, office, and recreational interests.
Mr. Maxwell has significant land acquisition experience, speculative growth analysis, and in-depth knowledge of the Greater Houston area and specializes in the Katy Market Area. His project coordination ability has involved land-asset management, general and limited partnerships, equity placements, and infrastructure financing.
Mr. Maxwell assembled the original investor group that purchased the land now known as WoodCreek Reserve, a $300 million dollar development. Since this property’s acquisition in 1996-1998, he has been responsible for all land management activities.
In addition, Mr. Maxwell has acquired 18 properties that amass over 7,100 acres in the Houston area since 1995, which have been sold, developed, or held for investment proposes. Current projects are listed below.
Mr. Maxwell is currently the developer of Katy Main Street and WoodCreek Reserve and has pre-development work on Barker Vista and Monterey Oaks.
WoodCreek Reserve is a 500 acre residential and commercial high-end project in Katy, Texas. Homes are being built by Trendmaker Homes, Emerald Homes, David Powers Homes, KB Martha Stewart, and seven custom builders. Homes start in the $300,000’s and escalate to over $1 million. It is known as the premier development in Katy.
Mr. Maxwell recently purchased 86 acres at the southwest corner of I-10 and Pin Oak Road for retail and office development. Plans are to have over 600,000 square feet of retail space and 400,000 square feet of office space. This retail project has been dubbed “Katy Main Street”. It has HEB as an anchor and numerous other developments are open and under construction.
In addition, Mr. Maxwell recently developed 7.3 acres in Park Ten for a new 150,000 square feet, two- office building project called The Reserve at Park Ten. This project also features a hotel component that will have a 180 bed facility. The entire project is being master planned for efficient use of space and will be LEED certified, meaning green buildings. The project was developed and recently sold to an insurance company that has leased the building.
Mr. Maxwell was one of the general partners of Willow Lake Apartments in Katy, a 336 unit class A project. Willow Lake Apartments, developed over two phases, has stabilized with a 95% occupancy rate and was recently sold to investors in California. In 2007 and 2008, the apartment group developed a new project in Port Arthur consisting of a 372 unit apartment complex. In addition, the group also developed a 240 unit complex in Saraland, Alabama (Mobile area). The strategy of the group is to watch for strong growth markets that are creating job.
He also recently purchased (with cash) 2000 acres north of the City of Katy (KISD) for future development purposes called The Reserve at Monterrey Oaks. This land includes an existing airport and plans may include a golf course, over 3,000 homes and over 200 acres of commercial development.
Lastly, the investment group owns land at Park Ten and I-10 on the south side and named it Barker Vista. Plans call for selling parts to interested groups for office and retail use.
Mr. Maxwell stays extremely active in the community; he is a former 2-term Chairman of the Katy Chamber, on the board of West Houston Association, one of the founders of the Katy EDC and former Business of the Year winner for Greater Katy.
Lawrence J. Boudloche
Lawrence J. Boudloche is a founder and a director of WoodCreek® Reserve Development Company, Inc. Mr. Boudloche founded WoodCreek Development Company in 1999 together with Mr. Maxwell in order to pursue various business ventures related to property acquisition and the development of master-planned, high-end communities.
They began the process of acquiring, master-planning and developing WoodCreek Reserve as well as creating the first residential in-city MUD in the City of Katy. Currently, Mr. Boudloche provides development services for WoodCreek Development Company in the assemblage of properties and development planning/construction. During the last decade WoodCreek Development Company has acquired over 3,000 acres in the Houston Region.
In a business career covering forty plus years, Mr. Boudloche has served as Vice President in charge of development of Trendmaker Development Company, a subsidiary of the Weyerhaeuser Corporation; Senior Vice President of Parkway Investments Inc. /Texas; Vice President and Director of Development of Wolf, Morgan and Company; Vice President of The Mischer Corporation; and Planner in charge of major thoroughfares and subdivision activity for the City of Houston. In his capacity with these companies, Mr. Boudloche has managed projects and assorted business ventures worth several billion dollars.
Mr. Boudloche completed the development of and provided general real estate management service to the Green Tree Commercial Center at I-10 and Fry Road. Mr. Boudloche aided in the creation of several in-city (Houston) municipal utility districts as well as master-planned communities all around the Houston Region. In the process of managing projects, Mr. Boudloche has supervised property assemblage, planning and engineering firms, law firms, coordinated construction, advertising and marketing activities. Mr. Boudloche is considered one of the “top” developers in the entire state and is widely respected in the development community.
Robert P. Anthony
Robert P. Anthony has been involved in Commercial Real Estate Acquisitions and Dispositions since 1989. He began consulting with WoodCreek® Development Company in 2004 on contracts and title issues and joined the development team in late 2005. He is currently the Director of Land Acquisitions for WoodCreek® Development Company and President of LandStar Realty Advisors, Inc., a full service Commercial Real Estate Brokerage Firm.
Mr. Anthony began his real estate career in 1989 with the TRW Real Estate Information Services Company / Real Estate Data Inc. He turned around a failing San Diego market and led the western region in sales production. Next, he sold real estate franchises for RealtyWorld, Inc., again leading the western region in sales. RealtyWorld relocated Robert and his family to Houston in 1990. He directed sales, marketing, and franchise operations for the southwestern region of the US.
In 1992 Mr. Anthony became a licensed Texas Real Estate Agent/Broker and from 1992-1995 represented three separate Real Estate Investment Trusts (REIT’s) in multi-family acquisitions from Start-up through Initial Public Offering (IPO).
In 1995-1996, he and a partner acquired 400,000 sq. ft. of both office and office industrial properties and operated and leased the properties.
In 1996 Mr. Anthony formed a partnership to create a Real Estate Investment Trust (REIT) for golf course ownership, only the second of this niche property type ever created. This partnership went from concept, through “Road Show”, to Initial Public Offering over the next year. Golf Trust of America (GTA/AMEX) went public in February of 1997. In June of 1997, Mr. Anthony and two principals from Golf Trust of America formed a Financial, Brokerage and Consulting firm to support Golf Trust of America as well as the golf course industry.
